Congresswoman Monica De La Cruz of Texas’ 15th district has commented on a new agreement between the United States and Mexico regarding water deliveries mandated by the 1944 Water Treaty. The treaty requires Mexico to deliver a set amount of water to the U.S., an issue that has been under negotiation.
“Alongside Secretary Rollins and the entire Trump Administration, we have secured a second agreement of water deliveries from the Mexican government. In one year, we delivered a historic agreement of over 500,000 acre-feet of water, more than the other four years of the current cycle combined. Our fight is not over, and I will continue to push the Government of Mexico to comply with obligated water deliveries under the 1944 Water Treaty,” Congresswoman De La Cruz said.
The recent agreement includes a commitment from Mexico to release 202,000 acre-feet of water starting December 15, 2025. Negotiations are still ongoing according to the U.S. Department of Agriculture, with plans expected to be finalized by January 2026.
De La Cruz has focused her efforts on ensuring compliance with the treaty and holding Mexico accountable for water owed to South Texas. Earlier in April, she helped secure an agreement for up to 420,000 acre-feet of water through October 2025. She also introduced legislation called the Ensuring Predictable and Reliable Water Deliveries Act, which would impose restrictions if Mexico fails to meet its obligations.
Monica De La Cruz began serving as representative for Texas’ 15th congressional district in 2023 after defeating Michelle Vallejo in both the 2022 and 2024 general elections. She replaced Vicente Gonzalez as district representative.
